I noticed this circle of stones in a small grove of trees in the park outside the Kaunas Public Library. In the center of the trees are three large stones. Small rectangular stones are lined up as “rays” coming out from the center. The place is not marked so I have no idea what they are for.

Nope, but that is a good thought — except they are under a big tree and so wouldn’t get much in the way of shine.
